Public safety technology is one of the few industries where innovation is measured not by convenience, but by the lives it helps protect. Behind meaningful advancements are leaders who understand that reliable communication, timely information, and practical solutions can make a critical difference during an emergency. Ivo Allen, Chief Executive Officer of 911inform, has dedicated his career to addressing those challenges. With more than 27 years of experience in telecommunications and networking, he has built solutions that strengthen communication between schools, government agencies, and first responders, helping create safer environments for the communities they serve.
Ivo’s journey began long before the launch of 911inform. In 2001, he founded Hunter Technologies, which grew into one of New Jersey’s leading government communications integrators, delivering Avaya communication and network solutions to more than 300 municipalities, counties, K-12 schools, and police organizations across the Mid-Atlantic region. Years of working directly with these institutions gave him an uncommon understanding of how emergency communication systems functioned and, more importantly, where they failed.
That experience proved invaluable when he began studying emergency response challenges in 2015. Having already installed communication systems in both schools and police departments, Ivo could clearly see the disconnect between the two. He discovered that the issue was not the absence of technology but the absence of practical, easy-to-use solutions that could perform during the most critical moments. After nearly three years of development, testing, and refinement, he established 911inform in 2018 with a mission to unify emergency communication through a single platform, enabling faster, better-informed decisions when every second matters.
Leadership Begins with Seeing What Others Overlook
Leadership, in Ivo’s view, is not shaped by titles or executive offices. It is built through experience, problem-solving, and a willingness to stay close to the realities people face every day. Before becoming CEO of 911inform, he spent years working in schools, municipal offices, and police departments across New Jersey, where he learned that the people closest to a challenge often have the best understanding of how to fix it. That belief became even stronger after a conversation with his wife about school shootings, when she challenged him to create a solution that did not yet exist. That conversation became the foundation of his leadership philosophy.
That mindset continues to shape both his leadership and the culture at 911inform. Ivo encourages his team to build technology alongside first responders instead of designing it from a boardroom. Many of the company’s patented innovations were inspired by conversations with police officers and emergency personnel. Internally, he values honest feedback over protecting ideas and encourages adaptability when customer needs change. Whether responding to unique security requirements or simplifying complex systems, Ivo believes innovation begins with listening to the people who depend on the technology every day.
“An active shooter event is often over in under eight minutes. Nobody logs into four platforms in eight minutes. More software was never going to fix this.”
Growing with Conviction and Purpose
Building 911inform tested Ivo’s conviction as much as his leadership. Early investors encouraged rapid expansion and aggressive sales, but he believed success in public safety should be measured by how well technology performs during life’s most critical moments, not by quarterly growth. Choosing to walk away from funding that could have altered the company’s mission was one of his toughest decisions. Finding partners like Riverside Acceleration Capital, who believed in the same vision, allowed the company to grow without compromising its purpose while teaching him the patience needed to work with government, defense, and enterprise organizations.
As CEO, Ivo focuses on protecting that mission, making thoughtful decisions about what the company should and should not build. Despite supporting more than 375 integrations, he believes simplicity is essential because first responders need one clear interface during an emergency. Trust remains equally important. Strong compliance standards, including ISO 27001, SOC 2 Type II, CJIS, NIST CSF, and FedRAMP ‘In Process,’ reflect his commitment to delivering technology he would confidently place in his own child’s school.
“Leadership isn’t a title. It’s what you do after you notice something is wrong.”
Keeping Purpose at the Center of Life
Ivo admits there is no perfect balance between leading a technology company and personal life. Instead, he sees both as naturally connected. Since 911inform began at his family’s kitchen table, the company has always been closely tied to his personal journey. He openly credits his wife for inspiring the idea that became the business, acknowledging her role whenever possible.
What keeps the work meaningful is its direct impact on communities. Supporting schools, police departments, and public institutions means the mission does not end with the workday. While the responsibility is demanding, it also provides the sense of purpose that keeps him motivated rather than exhausted.
Transforming Emergency Response Through Better Communication
Ivo believes 911inform’s greatest contribution is closing the information gap during emergencies. When a 911 call is made from a protected building, alerts reach on-site personnel and first responders within milliseconds, providing the exact room location rather than only a street address. Responders also receive access to live camera feeds, door controls, intercoms, alarms, and interactive routing through a single interface, creating one shared operational picture before they even enter the building.
The platform also helps organizations meet evolving public safety requirements under Kari’s Law, RAY BAUM’S Act, and Alyssa’s Law through fully autonomous, zero-touch location discovery. One global organization with approximately 240,000 users across 800 offices significantly reduced IT resources previously used to maintain location data manually.
Today, 911inform supports more than 1.3 million users across over 13,000 buildings in more than 44 countries. Even with that global reach, Ivo believes the most meaningful measure of success is not the number of users or buildings, but the seconds that can make the difference between life and death.
Responding to an Industry That Never Stands Still
Ivo identifies three major industry shifts that required the company to evolve. The first came through changing federal and state regulations, which transformed in-building location services and emergency notifications from optional features into legal requirements. Because 911inform had already invested in phone system integrations, the company was able to respond quickly. Compliance became the starting point for customer relationships, often leading organizations to adopt the wider platform.
The second shift involved rising security expectations as the company expanded into federal, military, and highly regulated sectors. Rather than viewing certifications as routine requirements, Ivo invested heavily in achieving the standards needed to operate in those environments.
The third change reshaped the company’s go-to-market strategy. While a strong value-added reseller network provided national and global deployment capabilities, Ivo realized demand generation could not be outsourced. Today, 911inform leads its own marketing and product demonstrations before working with partners to deliver and implement solutions, allowing each side to focus on its strengths.
“No one should walk into an emergency blind. We built 911inform so every responder has the information and the control they need, instantly.”
Defining Success Through Lasting Impact
Ivo measures success by lives protected rather than awards received. While milestones such as the Department of Homeland Security’s SAFETY Act designation and the company’s patented innovations reflect 911inform’s technical achievements, the moment that truly defined his career was the first time the platform helped save a life. After more than twenty-seven years in the industry, no recognition has matched the significance of seeing the technology fulfill its purpose in a real emergency.
Ivo encourages future leaders to solve problems they have experienced firsthand, believing practical understanding is more valuable than market research alone. He also believes technology succeeds only when people can rely on it during their most difficult moments, making simplicity and adoption just as important as innovation. His advice extends to choosing investors wisely, as the right partners strengthen a company’s mission rather than reshape it.
Looking ahead, Ivo hopes his legacy will not be personal recognition but a future where better emergency response becomes the expected standard, helping first responders reach people when every second matters.
“Capital is not neutral. The wrong investor doesn’t fund your company, they change the direction of the company, therefore be selective.”
