A Leader’s Journey: How Sebulon Chiliho Chicalu is Shaping Namibia’s Tourism Legacy

Wherever there is an interplay between the ancient past and modern-day drive, transformation cannot happen without the kind of leader who sees their role as being one of custodianship rather than royalty. The art of great leadership is developed where there is a meeting of the past, mentorship and the vision of making sure that wherever one goes, things will be even better when one leaves. In a travel and tourism environment where authenticity, sustainability and regional connectivity matter, building a national identity involves more than what routine administration requires.

At the helm of this process is none other than Sebulon Chiliho Chicalu, the CEO of Namibia Tourism Board. The journey of Sebulon is the story of his unwavering dedication to nation building and development. Sebulon has spent many years (29) becoming a master of the travel, tourism and hospitality industry.

The Roots of Stewardship and Purpose

Before being charged with the responsibility of developing a national strategy, Sebulon had his vision defined by community dynamics and mentorship where he learned to emphasize empowerment of the community above his own recognition.

“Through a deep appreciation of my unique talent endowment potential and serving the community,” says Sebulon, “my vision and passion for leadership was shaped and developed.” “As a youth, I came to learn that leadership is not just about power but about giving others the opportunity to excel.”

Groomed by a variety of mentors within the community, faith-based, political and corporate environment, he realized that success should be aligned with principles such as integrity, humility, resilience and impactful. Through mentoring, he realized that good leadership is one that creates genuine leaders with reference, builds institutions and impacts society.

A Journey Defined by Purpose and Resilience

Sebulon’s career in travel, tourism and hospitality commenced back in 1997. A multi-skilled and all-rounder executive, formely occupying senior and executive management positions as the Senior Manager for Strategic Marketing, Sales and Communication, Chief Human Capital Officer, Chief Operations Officer and later moving into corporate governance in the travel, tourism and hospitality industry, the medical aid industry and labour movement, and three and a half years as a national Director for Tourism Development and Gaming in the Ministry of Environment, Forestry and Tourism. Sebulon gained all-round industry exposure and extensive executive management experience leading him to become the third substantive Chief Executive Officer of Namibia Tourism Board in March 2025.

“My career has been defined by my passion for tourism economic development, strategic alliances, stakeholder relationship, and nation building. I am a naturally responsible, futuristic, strategic, focused, and confident individual who uses these talent themes to navigate through life and to lead complex situations and organizations.”

The past preparation was essential in dealing with the volatility within the industry ranging from macro-economic changes to any other global disruptions. “The travel and tourism industry is very much vulnerable to global economic changes, shifts in traveler trends, and disruptions,” he explains. “In order to overcome such hurdles, I had to be adaptable, make decisive decisions, and be committed to working in partnership. Instead of dwelling on hurdles, I tried to find opportunities within adversities.”

By prioritizing strategic engagement, Sebulon turned industry vulnerability into long-term resilience. “Great leaders are not defined by the absence of challenges,” he asserts, “but by their ability to guide others through such challenges with foresight, confidence, and purpose.”

Architecting Record-Breaking Impact

Since taking the helm at the Namibia Tourism Board, Sebulon’s strategic blueprint has produced extraordinary results. Under his guidance, the board achieved an outstanding 95% performance score against its 2025/26 financial year targets, marking one of the strongest institutional performances since its inception.

This landmark success was driven by targeted, high-impact initiatives designed to empower local enterprises, global destination marketing campaign and elevate service benchmarks nationwide:

  • Global Destination Campaign: Designed to grow and maintain current source markets, increase brand (destination) visibility and develop new source markets.
  • The MSMEs Entrepreneurship Training Programme: Designed to build operational capacity, financial literacy, and long-term sustainability for small and medium-sized tourism enterprises.
  • The Customer Excellence Initiative: Implemented to elevate service standards and enhance visitor touchpoints across every region.
  • The Demand Support Acceleration Programme for Airlines: Created to improve international air connectivity, incentivize route development, and expand direct flight access to the nation.
  • Expanding the tourism product offering. Designed to develop other subsectors of the tourism economy such as business (MICE) and cruise tourism and new tourism routes.

In addition to growing internally, Sebulon was able to make strategic alliances with the use of Memorandums of Understanding (MoU’s) with some of the prominent organizations both domestically and internationally, namely Ethiopian Airlines, Discover Airlines, Mobile Telecommunication Company, the Ministry of Home Affairs, Immigration, Safety & Security, First National Bank, and China Media Group. He says that such alliances have resulted in increased brand awareness and created opportunities in the market via shared value creation. Since sustainable tourism is a joint effort, he feels proud to bring all the stakeholders on one page with respect to the roadmap.

Redefining Regional Travel and Luxury Experiences

A defining achievement for Sebulon happened during Africa’s Travel Indaba 2026, when he initiated a marketing alliance between Cape Town, Zimbabwe, and Namibia. The landmark interborder campaign marks a change from competition among the region’s destinations to a multi-destination model.

Through the collaborative efforts of Sebulon with the respective ministries, the region made a shift from competition on a cross-border level towards a unified tourism framework. The landmark collaboration combines the unique qualities of Cape Town, Victoria Falls, and Namibia to present an integrated destination that boosts its appeal for long haul flights and ensures economic growth of the entire region.

Simultaneously, recognizing evolving preferences among global travellers, Sebulon launched the Namibia Luxury Travel Market initiative. This forward-looking campaign directly targets high-value global tourism segments, emphasizing exclusivity, eco-luxury, and immersive cultural journeys.

“Namibia is not simply another destination,” he exclaims. “It offers some of the world’s most unique travel experiences, from spectacular desert landscapes and out-of-this-world stargazing to immense wildlife encounters and rich cultural heritage. Our approach is built on differentiation, authenticity, and strategic partnerships.”

The Triad of Sustainability, Culture, and Innovation

Environmental integrity and cultural heritage must not be compromised for rapid economic growth but sustained as the very foundation of the eco-tourism economy. In the current world dominated by climate change and over-tourism, conservation is essential to him. Sustainability is key to success, which needs to be achieved through the right balance in such a way that economic growth and environmental conservation complement each other.

To attain this balance, agility and innovation are key; Sebulon nurtures an environment of innovation.

“Innovation begins with creating a culture where ideas are encouraged and change is embraced,” he points out. “Whether through digital transformation, refined data analytics, or new marketing approaches, we constantly explore opportunities to enhance efficiency and stay relevant in a dynamic global marketplace.”

The Art of Balance and Empowering Future Leaders

Leading a top national institution necessitates excellent executive performance which is achieved through self-discipline, proper prioritization, and effective delegation. Sebulon believes that good leadership entails developing one’s personal well-being, strategic relationships, and continual self-development. Through delegating the tasks to competent individuals, he achieves excellence without compromising on himself.

This principle also applies to Sebulon’s belief in mentoring the future industrial leaders. According to him, mentoring ensures institutional sustainability and is an important responsibility of a leader. “I 100% believe in mentorship,” he claims. He makes a huge investment in young talents by ensuring they develop critical problem solving and critical thinking skills.

Shaping Tomorrow: Strategic Vision and Enduring Legacy

Moving forward, Sebulon has aspirations for an evolving, diverse ecosystem of travel characterized by experiential travel, MICE (Meetings, Incentives, Conferences, Events), cruises, sports, and culture which will boost employment within the nation and attract investors.

“In my vision for the future, Namibia will be among the top tourist destinations in Africa, renowned worldwide for its commitment to sustainability, authenticity, and providing visitors with high value experiences,” he envisions. “More and more travelers are looking for connection, and we have everything it takes to provide them with exactly what they are looking for.”

To the future generation of leaders, Sebulon provides some valuable insights based on integrity and real connection. He encourages new leaders to develop their passion for people, learn continuously, and use the power of purpose-driven partnerships.

In terms of measuring success, Sebulon Chiliho Chicalu believes that it “should not be measured by recognition but by the impact made.” Success for Sebulon is measured by how many opportunities he has provided to others and how many institutions has developed or grown during his tenure.
